City planning summer projects

POMEROY–Michelle Bly of TD&H Engineering provided a report on the Sixth Street Bridge Project through email and joined meeting by phone answering questions concerning the report and stated that the project as-built diagrams, are ninety percent complete. The remaining item left to perform is paving which will be coordinated with the Columbia Fifth to Sixth Street Project. Bly requested the mayor sign Reimbursement No. 35 in the amount of $52,181.82 (TD&H Engineering, $39,816.60; and Allwest Testing, $12,365.22).

Luke Antonich, also of TD&H Engineering, updated the council on the Columbia Fifth to Sixth Street Project. He said the project has been advertised in the East Washingtonian and Lewiston Tribune. The scheduled pre-bid walkthrough was cancelled due to COVID-19 restrictions. Bid opening will be held on April 16, 2020, at 1:00 p.m. Antonich indicated the process will probably be done online or some other option.


Don Brigham updated the city on the Gross Management Act Resolution required by the state. Resolution 20-1, a resolution of the city council of the City of Pomeroy, Washington, affirms completion of the City of Pomeroy’s periodic review and update, as needed, of its Comprehensive Plan, Development Regulations, and Critical Areas Regulations in compliance with RCW 36.70.A.130, and related provisions.

Under new business, council discussed a request to post pictures of this year’s high school graduates on a banner downtown. The mayor suggested approving the request with the clear understanding that the persons wanting to erect the banner are responsible for putting it up and taking it down, and there be a firm date set for its placement and removal.

Mayor Miller continued the meeting to April 23, 2020, at 1 p.m., following the opening of bids for the Columbia Fifth to Sixth Street project, in order to discuss the bids. The next regular council meeting will be on May 5, 2020, at 7 p.m.

City Council held its regularly scheduled monthly meeting via teleconference due to the current restrictions on public meetings. Because of some technical difficulties, the computer video aspect was turned off early, and the meeting was continued by telephone only.

Mayor Paul Miller called the meeting with oral roll call affirming present council members Adam Hodges, Susie Bowles, James Fuchs, Mike Cassetto and James Harris. Also present was City Clerk Shaun Martin.
