Commissioners approve road program; postpone decision on Pataha street vacations

POMEROY–The Public Works Resolution 2020-19 the Six-Year Transportation Improvement Program (TIP) and Annual Construction Program was approved by the Garfield County Commissioners after a 10 a.m. hearing December 7.
Public Works Director Grant Morgan presented an overview of the annual road projects set for the Six-year TIP, spelling out in detail to the Board of County Commissioners the areas needing attention to bring them up to standard. Determinations on which roadways get priority preference are based on key components such as accidents, geometry road width and pavement conditions, Morgan state. Road repair is based on the “worst comes first” system, he said. He also stated to rebuild the roads in the future will be a public-driven strategy. The Six-Year TIP program can be amended as it progresses.
In other business, the Grove Street vacation will not be considered by the Commissioners until further discussion occurs which clarifies how to proceed.
Chairman Justin Dixon initially proposed to deny the Grove Vacation in Pataha after speaking with the petitioners and neighbors, but discussion led to a consensus of postponing a decision to avoid repeating the process, the Commissioners agreeing to continue further investigations into the best approach for requested vacation. Dixon suggested that Commissioners and interested members of the public should look at the survey stakes at the location to see how it was laid out years ago.
“You should go out there and see the survey markers that are placed,” said Dixon. “I would guess they are within a few feet. But it is amazing where the centerline of that road is and the right-of-way compared to the fences that are there on Grove Street, the centerline is in the ditch accroaching on the fence. So, there is a lot of confusion on how that was put together years ago. The right-away stakes are 30 feet out into the fenced property. It could use some adjustment, not doubt about it.”
The board also approved Resolution 2020-17.
