Rural Arterial Program will fund Kirby Mayview Road project

POMEROY–The Garfield County Board of Commissioners (BOCC) accepted an amendment from the County Road Commissioners Board to the Rural Arterial Program (RAP) at their meeting on May 17. The amendment grants additional funds of $1,295,000 to bring the total amount of money up to $2,403,000.

RAP is a state grant program that the county will use to fund improvements on the Kirby Mayview Road. Planned improvements include reconstruction of the roadway, guardrail projects, and minor realignment. The commissioners are planning to drive over the road with Garfield County Engineer Grant Morgan to personally experience the issues that need to be corrected. Morgan has been awarded a Certificate of Good Practice from the County Road Administration Board.


Deadman Creek Outfitters LLC submitted a renewal request for their licensing, which was approved.

The BOCC also approved a final draft of a Mutual Assistance Compact between the City of Lewiston and Garfield County to place Garfield County Sheriff’s Deputy Adam Dispenza on a tactical team which also has representatives of several local cities and counties. Garfield County Sheriff Drew Hyer is considering adding a second officer to the team next year.

An update to the Critical Area Ordinance was approved by the BOCC after undergoing a 60 day review with the state. The changes are mostly descriptions and there are no policy changes.

Port Commissioner Larry Scoggin attended the meeting to personally express his gratitude to the BOCC for their support of the broadband project.
