Louise was born on March 31, 1930 in Nashville, Tennessee to Irvan Thomas and Susie Belle Hall. She had nine siblings–six sisters: Helen Janelle (Spurlock), Cora Alice (Jones), Willie Mae (Tayler), Georgia Rebecca (McFarlin), Ida Belle (Delozier) and Nellie Anderson (Fontanella); and three brothers: Dennis, Henderson, and Leonard Hall.

As a young woman, Louise enjoyed attending the Grand Old Opry and reading. She worked at the DuPont Old Hickory in Nashville along with her father and her twin, Helen. Louise married Ken Dawson, with whom she spent several years. After his death, she worked for Christ for the Nations in Dallas, Texas in many capacities. It was there she met George Scoggin. Louise and George were married on December 26, 2004 in Dallas. They came to George's home in Pomeroy soon after. Louise loved music and reading her Bible. She is remembered for finding the 'precious' things in life. Louise is survived by her husband George and his family.
